Chen Yun Memorial Milestones in Construction Preparation  (November 25, 1996~June 13, 2000) Milestones in 1996 November 25, 1996 Approved by the Secretary Bureau of the General Office of the Central Committee of the Communist Party of China, “Former Residence of Chen Yun and Qingpu Revolutionary & History Memorial” wasfounded as an expansion of the former site of “Qingpu Revolutionary & History Exhibition Hall” which was located at Liantang Town, Qingpu District. In 2000, the year marking the 95th anniversary of Chen Yun’s birth, it was officially open to the public. And it was also planned to build a bronze statue of Chen Yun. And the unveiling ceremony was inaugurated in Liantang Town in 2005 which marked the centenary of Chen Yun’s birth. December 25, 1996 The CPC Shanghai Municipal Committee convened a meeting and decided to set up the Leading Team for Preparation and Office. The team was comprised of leaders from related departments of the CPC Shanghai Municipal Committee and Qingpu County Government with Meng Jianzhu as the team leader and Xia Keqiang as vice team leader. And Song Yiqiao was appointed as director of the office and Liu Guosheng, Li Yonggui, Wu Zhenxing and Shen Shanliang as deputy directors. Milestones in 1997 January 27, 1997 In the first director-level meeting of the Construction Preparation Guiding Team, it has been decided that the team would work together with the Construction Preparation Guiding Team of Shanghai Longhua Revolutionary Martyr’s Cemetery. March 5, 1997 The construction preparation delegation convened a meeting at Liantang Town, Qingpu County. According to Chen Qun’s speech at the meeting, it had been decided that the project mainly relied onShanghai and other related organizations such as the Party Literature Research Centre of the CPC Central Committee (CCCPC), the Central Archives and the Party History Research Center of the CPC Central Committee took part in the preparation work. And the name of the memorial was decided as “Former Residence of Chen Yun and Qingpu Revolutionary & History Memorial”. March 6-16, 1997 The 20-person construction preparation delegation respectively visited the former residences and memorial halls of Mao Zedong, Liu Shaoqi, Zhou Enlai, Zhu De and Deng Xiaoping in Beijing, Nanjing, Huai’an, Guang’an, Yilong, Shaoshan, Ningxiang and Tianjin to learn the technology, equipment, exhibition contents and exhibition forms. March 20, 1997 The official seal of the team was put into use and the office was officially relocated to Shanghai Longhua Revolutionary Martyr’s Cemetery. April 22, 1997 The first draft of the display outline was formulated. June 3, 1997 Five architectural design units, including Institute of Shanghai Architectural Design and Research Co., Ltd., expressed willingness to participate in the design plan of Chen Yun Memorial. June 23, 1997 Upgrading work of Zhufeng Highway was approved. July 3, 1997 Chen Yun Memorial was designated as public institution with 108 staffing positions temporarily. July 8-12, 1997 Li Yonggui, Deputy Director of the Construction Preparation Office, led a delegation to visitresidences of former presidents and library (memorial) management organizations of the National Archives of the United States as well as residences of former presidents and library of four former presidents including Franklin Delano Roosevelt at invitation. August 27, 1997 Four candidate plans were decided at the bid evaluation meeting for architectural design plan. September 6, 1997 Auxiliary projects including Zhufeng Highway and Taipuhe Bridge started testing piles. September 2-22, 1997 The team led by Wu Zhenxing, Deputy Director of the Construction Preparation Office, visited Heilongjiang and Jilin to carry out collection work. October 27-30, 1997 Li Yonggui led a five-person delegation including Professor Fei Qinsheng to make an inspection tour to Li Xiannian Memorial Garden in Hubei and Li Dazhao Memorial Hall in Hebei for preparation for application of the architectural plan of Chen Yun Memorial. December 2, 1997 The facility and architectural plan of Chen Yun Memorial was examined at the meeting of Secretary of the CPC Shanghai Municipal Committee. December 10-26, 1997 A content-collecting team led by Wu Zhenxing went to Beijing to interview twenty-two Chen Yun’s old colleagues and former staff. October 8-20, 1997 A content-collecting team led by Wu Zhenxing, Deputy Director of Construction Preparation Office, went to Liaoning Province to carry out collection work. Milestones in 1998 February 25, 1998 In a report-back meeting for environment improvement plan, it has been decided that Suzhou Institute of Architectural Design would be in charge of the architectural design. March 13-17, 1998 Deputy secretary Chen Hao and his delegation made an inspection tour to the Memorial to Zhou Enlai and Deng Yingchao in Tianjin and other places. And he briefed Chen Qun, Deputy Director of the CCCPC Party Literature Research Office, on display outline and other issues. March 30, 1998 The Zhufeng Highway and Taipuhe Bridge closure ceremony was held. And on May 20, it opened to traffic. April 16, 1998 At the bid evaluation meeting for engineering construction held at Shanghai Sun Island International Club, it has been decided that Shanghai Construction No.4 (Group) Co. LTD and Shanghai Construction **** (Group) Co., LTD. were chosen as candidates for civil engineering contractors. May 1998 Wu Zhenxing and his delegation went to Beijing to collect exhibition contents. May 7, 1998 Chen Yun Memorial started hiring docents for the first time. May 12, 1998 Approved by Li Yonggui, memorial cards with Chen Yun’s golden and silver miniature and commemorative certification were sealed for production. May 29, 1998 The new Taipuhe Bridge was completed and opened to traffic. September 8, 1998 A bid invitation meeting for design of basic display pattern for facilities of Chen Yun Memorial was convened. September 11, 1998 Shanghai Construction No.4 (Group) Co. LTD won the bidding for the general contractor for memorial facilities. September-October, 1998 A content-collecting team led by Wu Zhenxing visited Russia to carry out collection work. October 10, 1998 Shanghai Art-Designing Co., Ltd. won the bidding for design of basic display pattern. December 5, 1998 The Real Estate Evaluation Institution of Qingpu County signed the Relocation Agreement with residents and organizations that needed to make space for the Main Hall of Chen Yun Memorial. 206 residents and 13 organizations finished relocation on January 8, 1999. Milestones in 1999 February 10, 1999 At the artwork contribution meeting held at Shanghai Jinyewan Hotel, the creation themes and forms of art exhibits were preliminarily decided and the letter of intent for contribution was signed with artists. The signing ceremony for engineering design, construction general contract and supervision contract was held in Hong Qiao State Guest Hotel. On behalf of the Construction Preparation Office, Li Yonggui signed the engineering design contract with Shanghai Xian Dai Architectural Design (Group) Co., Ltd. and Suzhou Tus-Design Group Co., Ltd., and signed the general contract with Shanghai Construction No.4 (Group) Co. LTD. March 15, 1999 The foundation stone laying ceremony of Chen Yun Memorial was held, which was presided over by Han Zheng. March 26-29, 1999 Chen Qun, Chen Mingkang and Tao Yongxiang from the CCCPC Party Literature Research Office came to Shanghai to examine and approve the Display Outline of Chen Yun’s Achievements. April 11-16, 1999 Wu Zhenxing and his delegation went to Beijing to collect exhibition contents. April 12, 1999 The foundation excavation of Former Residence of Chen Yun and Qingpu Revolutionary & History Memorial kicked off. April 15, 1999 According to the Interim Provisions on the Signing of the Honesty and Integrity Agreement between the Party Issuing the Contract and the Party of the Contractor of Shanghai, the Construction Preparation Office signed the Agreement with Shanghai Construction No.4 (Group) Co. LTD. May 8, 1999 The concrete pouring of basement foundation of Chen Yun Memorial started. After 40 hours, the work was successfully completed at 4:15 a.m. on May 10. May 12, 1999 The Construction Preparation Office reported the Request for Instructions on Being Provided Archive, Literature and Objects Related to Chen Yun from the General Office of the Central Committee of the Communist Party of China (CGCB [1999] No.9) to the General Office of the CPC Shanghai Municipal Committee. Protection Office of Ancient and Rare Trees of Shanghai inspected the implementation progress to protect the century-old magnolia tree at the construction site. May 12-15, 1999 The former Qingpu Revolutionary & History Exhibition Hall was demolished. June 8, 1999 The State Development Planning Commission issued the Approval of the Proposal for the Project of Former Residence of Chen Yun and Qingpu Revolutionary & History Memorial of the State Development Planning Commission (JTZ [1999] No. 638) to the Shanghai Municipal Development Planning Commission. June 10, 1999 A consultation meeting was held to discuss environment improvement of memorial facilities and garden design. June 16, 1999 The CPC Shanghai Municipal Committee issued the Approval of the Appointment and Removal of Han Zheng and other Comrades (HWF [1999]No. 127) to the CPC Shanghai Municipal Committee Organization Department. According to this document, Comrade Han Zheng was appointed as vice team leader of the Leading Team for Preparation of Former Residence of Chen Yun and Qingpu Revolutionary & History Memorial; and Comrade Chen Hao was appointed as member of the Leading Team for Preparation and deputy director of the Preparation Office of Former Residence of Chen Yun and Qingpu Revolutionary & History Memorial.
