On April 6, 1994, Comrade Chen Yun learned from Xinwen Lianbo, a daily news programme produced by CCTV, that the central government agencies made donations to the “Hope Project” (a Chinese public service project organized by the China Youth Development Foundation). The next day, he asked one of his staff to withdraw 5,000 RMB from his personal account and donate the money to the Foundation, specially telling “the money is earmarked for dropouts in old revolutionary base areas and poverty-stricken areas.”
Chen’s donation was ultimately used to help 25 dropouts complete 7 years of studies from third grade in elementary school to the last year in junior high school. Those 25 dropouts were from such villages as Tanghe, Zhuyangguan, Guanpo, and Wulichuan of Lushi County, Henan Province.
