In September 1945, to crush KMT’s dictatorship-oriented attempt to launching a civil war to wipe out the forces that represented the Chinese people, and to champion the triumph in the War of Resistance Against Japan, the CPC Central Committee established the strategic deployment of “Expanding Northward and Reinforcing Southern Defense”, and set up the Northeast Bureau of the CPC Central Committee with Peng Zhen (a leading member of the CPC) as the First Secretary, Chen Yun and others as committee members.
In addition to vigorously mobilizing the people in northeast China, Comrade Chen Yun, joining hands with Xiao Jinguang (a revolutionary and military leader in China) and other comrades, commanded the Northeast Democratic United Army to launch the Linjiang Campaign (a series of four failed offensives launched by the KMT-led nationalists in attempt to eliminate the communist base south of Songhua River during the Chinese Civil War), advancing the transformation of Chinese army’s strategic defense into strategic counter offensive in northeast China. Moreover, he flexed his muscle in handling the financial and economic affairs of northeast China and made many creative achievements in the takeover. With these remarkable accomplishments, Chen made historic contributions to the construction of Northeast Revolutionary Base Area and the War of Liberation in northeast China.
